Councillor A Khan took the Chair for this item.

 

Members sought more information regarding:-

a)      Proposed opening hours of the Multi-Agency especially the needle exchange.

b)      Has a ‘need assessment’ been carried out? Especially as the present mobile exchange is under utilised i.e. maximum of 8 clients per session.

 

Members raised the following objections:-

The proposed change of use would be contra to Conwy C.B.C. Policy BE15 – Para 4 ‘ The proposed new use will have an unacceptable adverse effect upon the surrounding neighbourhood’ – in terms of residential amenity, this is especially so as within 50 Metres are situated the following:-

a)      A Day Nursery with over 100 pupils attending.

b)      A Residential Home for the elderly.

c)      A Hotel

To the south is predominately residential.

 

The Town Council has received a significant number of representations from local businesses and residents.  These representations question the need for this type of provision in this area of Colwyn Bay.

 

Indeed, concerns have been expressed that far from addressing the existing problem, its introduction would create a greater problem by attracting drug addicts into the area.

 

The Planning Authority should refer to both Section 17 of the Crime and Disorder Act and article 8 of the 1998 Human Rights Act before making recommendations to the Planning Committee.
